
William Sams is the Founder and Chairman of the Lancer Capital Group Foundation, where he leads the Foundation’s mission to support JROTC programs, expand educational opportunities, and invest in the next generation of cadet leaders. His passion for this work is rooted in his own experience as an Air Force JROTC cadet at Greeneville High School, where the program helped shape his leadership, discipline, confidence, and commitment to service.
Though born in Savannah, Georgia, William has deep family roots in Greeneville. His father is a Greeneville native, and his grandparents lived in the area for many years. William returned to Greeneville with his family in 2020 and began attending Greeneville High School during the COVID-19 pandemic. He joined JROTC on a whim during his junior year, but the program quickly became one of the most meaningful influences in his life. Through JROTC, he developed lifelong friendships, discovered a stronger sense of purpose, and saw firsthand the impact that dedicated instructors and structured leadership programs can have on young people.
William graduated summa cum laude from East Tennessee State University with a Bachelor of Business Administration in Economics. While at ETSU, he was a member of Beta Gamma Sigma and a recipient of the Scott M. Niswonger Scholarship. His professional foundation includes experience with the Town of Greeneville and the Greene County Partnership, where he supported zoning studies, economic development initiatives, and the creation of resources for municipalities and local businesses.
In addition to his nonprofit work, William is the Founder and President/CEO of Lancer Capital Group Enterprises, where he provides strategic leadership across the firm’s investment, development, and operating platforms. Through LCG Development International, the company’s development arm, William has led projects focused on purposeful redevelopment, quality design, and long-term community value. He is also the owner of TriStar Trains, a model train business serving customers across the country.
William comes from a family of educators, with all of his grandparents having dedicated their lives to teaching and shaping future generations. Their example instilled in him a deep appreciation for lifelong learning, service, and responsibility. Outside of his professional and nonprofit responsibilities, William enjoys working on model trains, playing the organ, shooting, golfing, traveling, and pursuing his interest in aviation. He also serves on the Leadership Advisory Team for Isaiah 117 House in Greene County and is an active member of Notre Dame Catholic Church in Greeneville.
Guided by his faith and his own JROTC experience, William remains committed to using the Lancer Capital Group Foundation to support cadets, strengthen local programs, and help young leaders build the confidence, character, and opportunities they need to succeed.
